The year is 2387 and the Federation is stronger than ever, but many wish to break the Federation apart as has been happening throughout history. Many a ship and planet has been added to the Federation since its creation in 2161, and still, the Federation has enemies. Being opposed by rising factions and wanting to help to keep the Federation Planets as safe as possible, many starbases became "Response Bases" thanks to the "Response Initiative" of 2384, helping to keep the Federation people safe and sound. Starbase 12 is such a base, and it has many important contributions to make.

Command:
Without command, a starbase or any starship for that matter, wouldn't be anywhere but floating in space with arguing personnel trying to figure out what to do next. There is a CO on the starbase that keeps everyone working together, constantly making sure that the senior staff is up to date with events. On top of that, there is always the need to contact back to Starfleet to check in with progress and all ofthat falls on the CO, who more than likely has a little medical and combat training too, just in case.

Marines:
Because the base is a Response Base, the Starfleet marines are a very important part and one of the most important factions on the Starbase. They are more respected on the Response Bases than other bases, but the 'animosity' between the marines and the Starfleet personnel is sometimes still there. Still, they are the ones that are sent out when distress calls are detected and when there is a fight to be had, they are the number one to call. Starbase 12 is well known for their marines and for their battleship, Redemption, which has been in plenty a scrape and lived to tell the tale, but there are other ships too.

Medical:
Because there is always a medical marvel to unravel and marines to patch up, the medical personnel are incredibly important. Before it became a Response Base, Starbase 12 was highly staffed with Medical and Science Teams that were exporing strange readings, curing diseases and patching up the wounded. When the shift happened and the marine population significantly increased, the medical personnel not only had more to do, but began to hire more specified medics and brushed up on their combat training. They consider themselves the highest in the hierarchy and are always there to lend a hand.

Science:
Without science, the Federation wouldn't even exist and since Starbase 12 has always been at the head of the scientific game, the scientists got to stay. They are always working with the engineers to make the Starbase run more efficiently and when a new anomaly is to be studied, they run out to it with some marines in tow just in case to add to the knowledge hub of the Federation. The science personnel also have a habit of being able to find cures of the strangest things that the marines bring home...

Engineers:
The engineers have always been important, as without them and the science personnel, there would be no starships or starbases in the first place. They are incredibly important to keeping Starbase 12 up and running and they are always coming up with new 'toys' for the marines to try out. Most of them have devoted their time to keeping the Starbase up to date on technology and are always tinkering about to create new incredible pieces of technology. Not to mention that without them, Starbase 12 would be a sitting duck without any way to properly defend itself from an attack, which it most certainly is not.

Intelligence:
The nature of a Response Base is to always be right on top of or ahead of the curve and how could that be done without Intelligence officers? They are the cunning part of the base and they are always there to give helpful intel about a dangerous situation and while most believe that gray and green can't be friends (that is still somewhat true) it's hard for them not to admit that they need each other. Perhaps not out loud, but the Intelligence officers get the information and the Marines are the brawn to use the information to succeed. Without intel, the whole Starbase might just be dead in space.

Counselors, Cooks and Pilots:
While the counselors, cooks and pilots are few and inbetween, they are important as well. The replicators more or less keep everyone fed and help them with supplies, but sometimes it is nice to have a good, 'home cooked' meal, so there are a few cooks. There are also a handful of pilots because the Redemption can't pilot itself and someone has to make sure that Starbase 12 stays in orbit. As for the counselors...all of the fighting and death and disease has to take its toll every once in a while and along with the medical staff, the three in rotation counselors help to make sure that everyone is still fit for duty.

At the end of the day, Starbase 12 is a very important asset and while things don't always run one hundred percent in accordance to Starfleet Regulation, the Prime Directive is 98% intact and everyone gets their jobs done. Keeping the Federation safe is their number one goal and they wouldn't want to be doing anything else. Be it duty or shore leave, they are all committed to the Federation and to each other.
